دور الرعاية الاجتماعية اللاحقة للمحبوسين في مكافحة الجريمة -نماذج لتجارب عالمية -

Résumé: تعد الرعاية اللاحقة للمفرج عنهم احد أهم البرامج الإصلاحية،حيث احتضنتها المجتمعات وأقرتها وتبنتها الدول ، فمرحلة الرعاية اللاحقة للمفرجين عنهم تعتبر مرحلة مكملة للعملية الإصلاحية بكاملها ، فالإفراج عن المحبوس والإلقاء به إلى المجتمع من دون متابعة او رعاية سيوقع الفرد لا محال في عالم لا يقل خطورة عن السجن والتي يطلق عليها مصطلح أزمة الإفراج ،وهذا مما قد يصيب الفرد بانتكاس ويدفع به إلى العودة الى عالم الجريمة من جديد ،فلا بد اذا من متابعة ومرافقة الفرد الجانح خارج المؤسسات العقابية اجتماعيا ونفسيا ،او ما يطلق عليها الرعاية الاجتماعية اللاحقة للمفرج عنه، فهذه المرحلة تلعب دورا مهما في عملية دمج ومرافقة المفرج عنهم اجتماعيا من اجل عزلهم عن ظروف وعوامل المساعدة على العودة إلى مستنقع الجريمة، وهذا لا يتم الا بإشراك جميع هيئات المجتمع من اجل احتضان وتأهيل الفرد . Aftercare for those released is one of the most important reform programs, as societies have embraced, approved and adopted it by countries. The aftercare stage for those released is considered a complementary stage to the entire reform process. Releasing the prisoner and throwing him into society without follow-up or care will inevitably put the individual in a world no less dangerous than prison, which is called the release crisis. This may cause the individual to relapse and push him to return to the world of crime again. Therefore, it is necessary to follow up and accompany the delinquent individual outside the penal institutions socially and psychologically, or what is called aftercare for those released. This stage plays an important role in the process of integrating and accompanying those released socially in order to isolate them from the circumstances and factors that help to return to the swamp of crime. This can only be done by involving all community bodies in order to embrace and rehabilitate the individual.
