الحق في الماء في ظل التغيرات المناخية الراهنة " واقع تأثر التمكين والآليات الدولية للتصدي و المواجهة"

Résumé: تسعى هذه الورقة البحثية إلى تسليط الضوء على الآثار التي يحدثها تغير المناخ على الموارد المائية من حيث الكم و النوع و رصد إمتداد حدود التأثير إلى الإنتقاص من حق الفرد في الحصول على القدر الكافي من المياه المأمونة و المستدامة على النحو الذي يفي بمتطلباته اليومية،كما تسلط الضوء أيضا على الجهود التي تبذلها الأجهزة الأممية في تعزيز الحق في الماء و كذا مواجهة آثار التغير المناخي و العمل على الحد من تفاقم الآثار السلبية الناجمة عنه . ومن بين أهم النتائج التي تم التوصل إليها: أن تغير المناخ أثر بشكل كبير على النظام البيئي وفاقم من أزمته ذلك أنه ألحق ضررا بالغا بالموارد المائية عبر العالم ، من حيث الكم و النوع الأمر و امتد حدود التأثير للإنسان. وهو ما تطلب ضرورة التدخل على مختلف الأصعدة من أجل تدارك هذا الضرر و محاولة إصلاحه و الحد من إنتشاره من خلال تكثيف جهود مختلف الأجهزة الأممية للتصدي و المواجهة، حماية للحق و حفاظا على النظام البيئي. This research paper seeks to shed light on the effects that climate change has on water resources in terms of quantity and quality, and to monitor the extension of the limits of the impact to the derogation of the individual’s right to obtain an adequate amount of safe and sustainable water in a way that meets his daily requirements. It also highlights It also highlights the efforts made by international bodies to promote the right to water, as well as confront the effects of climate change and work to limit the aggravation of the negative effects resulting from it. Among the most important findings reached: that climate change has greatly affected the ecosystem and exacerbated its crisis, as it has caused severe damage to water resources throughout the world, in terms of quantity and quality, and has extended the limits of its impact to humans. This required the necessity of intervention at various levels in order to remedy this damage and attempt to repair it and limit its spread by intensifying the efforts of various international bodies to address and confront, to protect the right and preserve the ecosystem.
