النظام الجبائي عهد الدولة الأموية وأثره على الحياة العامة بالرّيف الأندلسي(138-422هـ 756-1031م)

Résumé: تعد الجباية إحدى وسائل السياسة المالية، والتي تحصّل من ضرائب مختلفة، تقتطعها الدولة من أملاك رعيتها نقدا أو عينا، وتصبو من وراء ذلك توفير العيش الرغيد لهم والرفاه الاقتصادي في ظل مجتمع متكافل، مراعية في ذلك تغطية مختلف نفقات الدولة، لأنها مورد رئيسي لخزانتها. باعتبار المال جزء من زينة الحياة الدنيا، حرصت الدولة الأموية بالأندلس على حفظه واستزادته،وعملت على ترسيخ قواعد النظام الجبائي بها بما يتماشى والدين والشرع الإسلامي، وتنظيمه تنظيما محكما، وبما أن الريف حيّز جغرافي ومصدر للثروة بالمنطقة حرصت على فرض ضرائب مختلفة على الإنتاج الزراعي والحيواني مثل الزكاة والخراج والعشور إضافة الى الجزية ، وهي ضرائب أقرها الشرع، و ضرائب أخرى كضريبة القطيع والحشود والمغارم وغيرها، وهذه الأخيرة تعتبر ضرائب مستحدثة وضعها حكام بنو أمية لضرورة إقتصادية و إجتماعية وحتى عسكرية . لجبي تلك الضرائب وضع جهاز محكم سهر على تسييره موظفون أكفاء على مستوى أقاليم الأندلس وأريافها، ساهموا من خلاله في إغداق الخزينة بالأموال، والذي انعكس بصفة إيجابية على جميع مناحي الحياة بالمجتمع الأندلسي عامة وساكنة الريف خاصة . وللرغبة في مناقشة الموضوع سلطنا الضوء على النظام الجبائي ببلاد الأندلس وأحوازها متبعين خطة لمعالجته إذ قسمناها إلى جزئين خصص الأول لدراسة الجباية وأصنافها المختلفة سواء شرعية كانت أو مبتدعة، والجزء الثاني خصص للهيئة الإدارية التي أشرفت على هذا التنظيم ، مبرزين إسهاماتها في تحسين أوضاع العامة وموضحين الانعكاسات المختلفة لعملية الجبي في أرياف الأندلس. • Levy is one of the means of fiscal policy, which is derived from various taxes, deducted by the State from its patronage property in cash or in kind, and thus seeks to provide them with a good living and economic well-being in an interdependent society, taking into account the various expenses of the State, as it is a major resource for it streasury. • Considering that money is part of the decorations of the world's life, the Umayyad State of Andalusia has ensured that it is preserved and restored. It has ende avoured to consolidate the rules of the regime in line with religion and Islamic law. as a geographical area and a source of wealth in the region, various taxes on agricultural and animal production such as Zakat, Kharg and Ashar, as well as tribute, have been imposed. Taxes approved by the Shara, other taxes such as herdtax, crowds, smokers, etc. The latter are considered to be taxes introduced by the rulers of the patriarchs of illiteracy for economic, social and even military necessity • To meet those taxes, a tight body was set up to ensure that competent employees at the level of the Andalusian territories contributed to the trea sury's sealing of funds, which was positively reflected in all spheres of life in Andalusian society in general and in rural dwellings in particular. • In order to discuss the topic, wehigh lighted the Andalusian fiscal system and its holdings following a plan to address it. The first part was devoted to the study of levies and their various varieties, whether legitimate or innovative. The second part was devoted to the governing body that oversa wthis organization, high lighting its contributions to improving public conditions and illustrating the different repercussions of the foration process in the countryside of Andalus
