الجباية الايكولوجية كآلية اقتصادية لتجسيد الحوكمة البيئية في الجزائر -الواقع والتحديات-

Résumé: ضمنت الورقة البحثية موضوع الجباية الايكولوجية ودورها في تجسيد الحوكمة البيئية في الجزائر، حيث استعرضت الدراسة الإطار المفاهيمي للمصطلحين وكذا التأصيل القانوني للجباية الايكولوجية وتوزيع عائداتها في الجزائر، وتهدف هذه الدراسة بشكل رئيسي إلى إبراز دور الجباية الايكولوجية كآلية اقتصادية لإرساء معالم الحوكمة البيئية والتقليل من تفاقم الأضرار البيئية في الجزائر. وقد خلصت الدراسة إلى مجموعة من النتائج تتمثل أهمها في أن الجباية الايكولوجية في مجال الحوكمة البيئية تمثل آلية ذات دور مزدوج يردع التجاوزات المضرة بالبيئة ويحفز المؤسسات على الابتكار والتوجه نحو الاقتصاد الأخضر، إضافة إلى أن السياسات الجبائية الايكولوجية لابد أن ترفق ببرامج وشروط وقائية توجه للمصنعين للقضاء على الضرر البيئي قبل حدوثه. الكلمات المفتاحية: الحوكمة البيئية، الجباية الايكولوجية، الرسوم البيئية. Abstract: This research paper includes an analysis of ecological taxation and its role in Algeria's environmental governance. This research reviews the conceptual framework of these two terms, the legal origin of ecological taxation, and its income distribution in Algeria. This study mainly aims to emphasize the role of ecological collection as an economic mechanism to establish parameters for environmental governance and reduce the deterioration of environmental damage in Algeria. The study concluded a set of results, the most important of which is that ecological taxation in the field of environmental governance represents a mechanism with a double role that deters excesses harmful to the environment and stimulates institutions to innovate and move towards a green economy. In addition, ecological taxation policies must be accompanied by programs and preventive conditions directed at manufacturers to eliminate environmental damage before it occurs.
