الآليات المؤسساتية لمكافحة الفساد الاداري في الجزائر

Résumé: تهدف الدراسة إلى الإحاطة بظاهرة الفساد الإداري ومختلف مسبباتها وأثارها الاقتصادية والاجتماعية في الجزائر، بالإضافة إلى بمختلف الهيئات الوطنية التي أنشأتها الدولة لمجابهة الفساد عامة والفساد الإداري خاصة، حيث استفحال الظاهرة في مختلف القطاعات يسبب آثار وخيمة على اقتصاد أي بلد من تذبذب في النمو الاقتصادي ومعدلات الاستثمار الأجنبي وعدم الاستقرار السياسي والأمني، فسارعت الجزائر كغيرها من الدول في محاربة الظاهرة عبر استراتيجية تشريعية ومؤسساتية واقتصادية، خاصة وأن ترتيب الجزائر في الدرجات الدنيا ضمن مؤشرات مدركات الفساد في العقد الأخير ينذر ناقوس الخطر ، وقدأنشئت الدولة السلطة العليا للشفافية ومراقبة الفساد ومكافحته و الديوان المركزي لقمع الفساد، كهيئتين متخصصتين في كشف الفساد والمفسدين بصلاحيات وقرارات تساعدهما على ذلك، ورغم هذا مزال هناك بعض العوائق التي توجههما لابد من إزالتها للنجاح أكثر في القضاء على ظاهرة الفساد الإداري أو على الأقل الحد من انتشارها. the study aims to capture the phenomenon of administrative corruption and its various causes, and economic and social impacts in Algeria, in addition to the various institutional structures established by the state to confront corruption in general and administrative corruption in particular, as the phenomenon has exacerbated in various sectors causing disastrous effects on the economy of any country from fluctuations in economic growth and investment rates, Algeria, like other countries, hastened to fight the phenomenon through a legislative, institutional and economic strategy, especially since Algeria’s ranking in the lowest ranks within the corruption perceptions indicators in the last decade warms of alarm, so the state established the National authority for the Prevention and Control of Corruption and the Central Bureau to suppress Corruption, as two bodies specialized in uncovering corruption and the corrupt, with powers and decisions that help them in this, and despite this there are still some obstacles that direct them that must be removed in order to succeed more in eliminating the phenomenon of administrative corruption or at least limiting its spread Keywords: Administrative corruption, National Authority for the Prevention and Control of Corruption
