التسيير العمومي الجديد كألية لمكافحة الفساد الاداري في الجزائر

Résumé: يهدف هذا المقال إلى عرض تجربة الجزائر في مكافحة الفساد الإداري، وذلك خلال العقدين الأخيرين، حيث استفحلت الظاهرة بشكل رهيب في المجتمع بكل قطاعاته، وظهرت آثارها للعيان بشكل لا يمكن إخفاءه لدرجة أصبح فيها السلوك المنحرف للموظفين هو السمة الطبيعية والشكل المقبول لتسيير الاعمال بالمنظمات العامة أو الخاصة، فكان لابد من تضافر الجهور لأجل مكافحة الفساد الإداري، وإبراز دور التسيير العمومي الجديد كآلية لمكافحة الظاهرة ضمن أركان المنظمات العمومية التي انتشر فيها الفساد، خاصة وأن المنظمات العمومية في الجزائر الاقتصادية منها أو الإدارية قد فشلت فيها كل محاولات الإصلاح واشتهرت بسوء التسيير والتبذير وبقضايا فساد عديدة رغم كل الاستراتيجيات القانونية والاقتصادية المتبعة من أجل مكافحة الفساد الإداري بها. الكلمات الدالة: الفساد الإداري، مؤشرات مدركات الفساد، التسيير العمومي الجديد، الرشوة. تصنيف جال: M10 ،L21،H77، Abstract : this article aims to present Algeria's experience in combating administrative corruption, during the last two decades, as the phenomenon has worsened terribly in all sectors of society, and its effects have become visible in a way that cannot be hidden to the point where the deviant behavior of employees has become the natural and acceptable form of conducting business in public organizations or The public had to come together in order to combat administrative corruption and highlight the role of the new managment public as a mechanism to combat the phenomenom within the pillars of organizations in which corruption has spread, especially since the public organizations in Algeria, whether economic or administrative, have failed in all reform attempts and they are known for mismanagement, extravagance and corruption; despite all the legal and economic strategies adopted to combat administrative Key words: adminidtrative corruption; corruption perceptions indicators ; new managment public; bribery; JEL classification: M10 ;L21 ;H77;
