اللاجئ بين الحماية الدولية وفرضية الواقع

Résumé: سنحاول من خلال هذه الورقة البحثية الوقوف على أهم الظواهر التي تجتاح المجتمع خاصة في ظل المتغيرات التي يشهدها العالم الناتجة عن مجموعة القلائل والحروب الأهلية، ألا وهي ظاهرة اللجوء، التي أقلقت المجتمع الدولي وذلك من خلال الكم الهائل من اللاجئين، من خلال الوقوف على الترسانة القانونية المرصودة لذلك، أهمها الصكوك الدولية والإقليمية المنظمة لظاهرة اللجوء وما تحمله من حقوق وواجبات لاجئ الحرب الأهلية ، وكذا دور الهيئات الدولية والإقليمية الناشطة في مجال التصدي لظاهرة اللجوء. We will try through this paper to identify the most important phenomena that sweep the society, especially in light of the changes, Which is being witnessed in the world as a result of a few groups and civil wars he phenomenon of asylum, which has alarmed the international community, through the massive influx of refugees through standing on the legal arsenal allocated for this, most importantly international and regional instruments, the organization of the phenomenon of asylum and the rights and duties of refugees of civil war as well as the role of international and regional bodies active in addressing the phenomenon of asylum.
