تطور وسائل الدفع الافتراضية :نحو عملات رقمية للبنوك المركزية - مع الاشارة إلى حالة الجزائر -

Résumé: الملخص: نتج عن التطور في تكنولوجيا المعلومات والاتصالات وظهور شبكة الانترنت تقديم خدمات مالية بشكل جديد ضمن حلول مبتكرة عرفت بالتكنولوجيا المالية، هذه الأخيرة غيرت الكثير من المفاهيم ورسمت شكلا جديدا للعلاقة التي جمعت تقليديا بين العملاء والبنوك، ولعل أبرز إصدارات التكنولوجيا المالية تمثل في العملات الافتراضية كوسيلة دفع عالمية مبتكرة لا ترتبط بحدود جغرافية وليس لها مقابل مادي ملموس أو جهة رقابة مركزية . عرفت العملات الافتراضية بمجهولية تعاملاتها وعملت على إلغاء الوساطة في عمليات الدفع مما جعلها عرضة للكثير من الانتقادات حول المخاطر التي قد تتسبب فيها خاصة في حالة انتشار استعمالها على نطاق واسع هذا ما دفع البنوك المركزية إلى ضرورة مواكبة هذا التطور لضمان الاستقرار المالي والحفاظ على دور ها الرقابي والتعايش مع العملات الجديدة وذلك من خلال اصدار عملات رقمية خاصة بها. Abstract: The development in information and communication technology and the emergence of internet have resulted in the provision of financial services in a new way within innovative solutions have known as financial technology (fintech), this latter one have changed many concepts and drew a new form of the relationship brought between customers and banks ,Might the most prominent financial technology represented in virtual currencies as an innovative global payment method which have not linked by geographical borders and without any regulatory body . Virtual currencies were known by anonymity and worked to cancel mediation in payment operations, which made it vulnerable to a lot of criticism about the risks that it may cause, especially in the case of widespread use. All this push central banks to keep up this development to ensure financial stability, maintain its supervisory role, and coexist with new currencies, by issuing its own digital currencies
