الاقتصاد الجزائري: تقييم مسار ورؤية استشرافية

Résumé: تحاول هذه الورقة البحث في أهم التحديات التي تنتظر الاقتصاد الجزائري في هذه الألفية والمتمثلة على وجه الخصوص في الانتقال به من اقتصاد أحادي قائم على الريع ورأس المال الخام إلى اقتصاد متنوع قائم على المعرفة، ومن اقتصاد غير متحكم في ثرواته الطبيعية إلى اقتصاد أخضر يعطي وزنا متساويا للتنمية الاقتصادية بين الأجيال الحاضرة والقادمة، ومن اقتصاد قائم على هشاشة الجهاز الإداري والسياسي إلى اقتصاد الحوكمة السليمة، مع ما يتطلبه من منظومة قيمية ومؤسسات إدارية وسياسية رشيدة، ومن اقتصاد المؤسسة الاقتصادية بجهازها الإنتاجي المتهالك القديم إلى مؤسسة القرن الحادي والعشرين القائمة على نظام اليقظة الاستراتيجية وهو التحول الرباعي المربح للاقتصاد الجزائري في هذه الألفية المرتكز على(التحول إلى اقتصاد المعرفة، التحول إلى الاقتصاد الأخضر، التحول إلى اقتصاد الحوكمة، التحول إلى مؤسسة الألفية الثالثة). This paper tries to seek in the most important challenges facing the Algerian economy in the next third millennium constituting in particular its transition from a mono economy based on rents and crude capital to a knowledge-based diversified economy, and from an economy uncontrolled in its natural resources to a green economy giving equal weight to the economic development between the present and future generations, and from an economy based on the vulnerability of the administrative and political system to a sound governance economy requiring ad valorem system and rational administrative and political institutions, and from economic enterprise economy with its old productive system to the enterprise of the twenty-first century based on the Strategic vigilance system, which is the quadruple shift profitable to the Algerian economy in the next millennium based on (the transition to the knowledge economy, the shift to a green economy, the shift to governance economy, the transition to the third Millennium enterprise).
