Résumé: Local development is a process of diversification and enrichment of economic and social activities on a territory of ""local scale"" from the mobilization and coordination of its material and immaterial resources. This notion refers to both a posture in relation to the development, a method for the development of local territories as well as a framework of analysis of its springs. In Algeria, local development is reduced to a set of five-year programs whose main actor is the State. Designed to improve the living environment of citizens, these socalled developmental programs are sectoral and do not take into account the spatial dimension of development. Chosen as a field of study for this thesis, the wilaya of Mila presents an interesting geographical diversity. It encompasses three different natural environments: mountains, inland basins and high plains. As it is marked by two spatial dynamics: the MilaGrarem-Ferdjioua axis and the Chelghoum Laid-Tadjenanet axis. Each axis is characterized by a geographical personality apart. As a result, we propose to question the processes put in place to achieve local development in such a diverse territorial unit.
