دور نظم الدفع الالكتروني في تعزيز الشمول المالي - دراسة حالة بريد الجزائر

Résumé: تسعى هذه الدراسة إلى البحث عن مدى تحقيق الشمول المالي في الجزائر ، من خلال التطرق إلى الخدمات الالكترونية التي تقدمها بعض المؤسسات في الجزائر على غرار مؤسسة بريد الجزائر ومدى وصول هذه الخدمات إلى مختلف شرائح المجتمع من مواطنين ومستثمرين ، وكذا التطرق إلى التنافس بين الخدمات التقليدية (عبر الشبابيك) والخدمات الإلكترونية (الموزعات الآلية وبطاقات الدفع وأجهزة السحب ) خاصة اثناء جائحة كورونا، وكذا مدى تقبل المواطن والمستثمرين الصغار لمختلف الخدمات الالكترونية ، خاصة في الفترة الممتدة من 2017 إلى غاية 2023، باعتبارهم المعني الأول من أدوات الشمول المالي. أظهرت النتائج وجود تزايد مستمر في عدد المستعملين للخدمات الآلية لبريد الجزائر بما يقارب خدماتها التقليدية عبر الشبابيك، وهذا الذي عبرت عنه قيم المعاملات الالكترونية الصغيرة بما يعبر عن تعزيز الشمول المالي لدى الفئات البسيطة في الجزائر. This study seeks to investigate the extent to which financial inclusion has been achieved in Algeria, by addressing the electronic services provided by some institutions in Algeria, such as the Algerian Post Corporation, and the extent to which these services reach various segments of society, including citizens and investors, as well as addressing the competition between traditional services ( Through windows) and electronic services (automated dispensers, payment cards, and withdrawal devices), especially during the Corona pandemic, as well as the extent to which citizens and small investors accept various electronic services, especially in the period extending from 2017 to 2022, as they are the primary meaning of financial inclusion tools. The results showed a continuous increase in the number of users of the automated services of Algeria Post, close to its traditional services through windows, and this was expressed in the values of small electronic transactions, which expresses the strengthening of financial inclusion among simple groups in Algeria.
