الريع البترولي وعسر الانتقال الديمقراطي في الجزائر

Résumé: الملخص: تناقش هذه الدراسة دور الريع البترولي في تجديد القواعد التسلطية في النظام السياسي الجزائري، خلال فترة حكم الرئيس السابق عبد العزيز بوتفليقة، وذلك عبر دراسة دور الريع النفطي في عرقلة الانتقال الديمقراطي وكبح الإصلاحات الاقتصادية. ومن هذا المنطلق، تحاول الدراسة فهم مصادر الدولة التسلطية في الجزائر، وتحديد آلية عمل النظام، وكيف استغلت السلطة الريع النفطي ووظفته في تثبيت قواعد التسلطية. وكيف تمكنت الدولة من تحييد المجتمع وإضعافه ومن ثم فرض معاييرها، وهو ما مكّن النخب الحاكمة من تمرير سياساتها وتحقيق أهدافها، وعلى رأسها استقرار النظام وبقاءه في بيئة إقليمية مضطربة. الكلمات المفتاحية : الريع النفطي، الانتقال الديمقراطي، عسر الانتقال، التسلطية، النظام السياسي الجزائري. Abstract This study discusses the role of oil rent in renewing authoritarian rules in the Algerian political system during the rule of former President Abdelaziz Bouteflika. This is done by studying the role of oil rent in hindering the democratic transition and curbing economic reforms. In this context, the study attempts to understand the sources of the authoritarian state in Algeria, determine the mechanism of the regime, and how the authority exploited oil rent and employed it to establish authoritarian rules, in addition to how the state was able to neutralize and weaken society and then impose its standards. This has enabled the ruling elites to pass their policies and achieve their goals, notably the stability of the system and its survival in a turbulent regional environment.
