دور مخططــات التهيئــة و التعميــر في حمايــة البيئــة

Résumé: يعتبر موضوع حماية البيئة من أبرز اشكاليات العصر التي تحتاج إلى اهتمام خاص ومستمر، كما تعد بعدا رئيسيا من ابعادالتحديات حول أثر المخاطر على الأجيال القادمة باعتبار موضوع البيئة متعدد الأوجه والأبعاد، فهو محصلة تفاعل بين عواملسياسية واقتصادية واجتماعية، يتعلق بعضها بالإنتاج والتطور، ويتعلق البعض الآخر بأنماط الاستهلاك. وباعتبار ان قواعد التهيئة و التعمير تنظم العمران ونظرا لظهور العديد من المشاكل التي اثرت سلبا على الجانب الجماليالعمراني وعلى الجانب البيئي، مما ادى بالمشرع الجزائري لتفعيل دور هذه القواعد في مجال حماية البيئة و استحداثه مجموعةمن القواعد لتدعيم هذا الدور وتتمثل هذه القواعد في كل من قواعد ومخططات تنظيم عملية التهيئة والتعمير والتي اكدتقصورها في مجال حماية البيئة . كما تشمل هذه القواعد على التراخيص والشهادات الادارية لرقابة عملية التهيئة والتعمير والتي اكدت كذلك عدم فعاليتها فيمجال حماية الجانب الجمالي العمراني والجانب البيئي وهذا كله راجع الى ضعف السلطات على المستوى المحلي وعدم كفاءتهابالإضافة الى نقص الوعي لدى المواطنين . الكلماتالمفتاحية: مخططات التهئية، حماية البيئة، قانون التعمير. The Environmental protection is a big problem and needs a special care, also it is a principal dimension of the coming Challenges to the next generations, even so the environment is a fusion between many politically economically and Social issues Factors. And considering that the configuration and reconstruction rules are organizing the Urbanization, and that pushes the Algerian legislator to active the role of these rules in the Environmental protection and developing it to enforce this role. And this rules are includes all the types of administrative certificates to control the process of preparation and reconstruction which also confirmed the lack of effectiveness in the protection of the aesthetic side of the urban and environmental aspect, This is due to the weakness of local authorities and their inefficiency, as well as the lack of awareness among citizens.
