Impacts De La Mise En Valeur Agricole Sur Le Developpement Rural Dans Les Regions Sahariennes Cas De Ouargla, El-oued Et Ghardaïa

Résumé: This research consists of making temporary spatial diagnoses on 109 perimeters and 300 farms of small development in three regions of the Northern Sahara: Ouargla, Ghardaïa and El-Oued. It proposes to make a comparative study on the impacts of new agricultural management on rural development. The study is based on a systemic analysis, the approach of which consists in reviewing the main issues and challenges facing collective farming perimeters from the point of view of agricultural development. It is with a view to situating the limits of the programs initiated to this end, as well as the results to which they have been achieved, that this work has been undertaken. The analysis of the data showed a significant relationship between the wilayas and the management actions (state) to be carried out, in particular for the two main structuring actions: the irrigation network and the electrification which present a significant difference. Thus, the farmer, a key element in local spatial equilibrium, is unable to adapt to new agricultural development policies. This situation has led to a dysfunction in the majority of agricultural areas: a success below expectations, constraints and adverse impacts. With regard to the real constraints and impacts of this research, it is the prerogatives of public authorities to redefine the policies and strategies of small management and take into account the specificities of each region.
