الحوكمة والمؤسسات الناشئة في مجال علم المكتبات والتوثيق بالجزائر على ضوء القرار الوزاري 1275 شهادة – مؤسسة ناشئة / شهادة – براءة اختراع

Résumé: تطرقنا في هذه الورقة العلمية إلى موضوع الحوكمة والمؤسسات الناشئة في مجال علم المكتبات والتوثيق بالجزائر على ضوء القرار الوزاري 1275 شهادة – مؤسسة ناشئة / شهادة – براءة اختراع، وهذا من خلال تسليط الضوء على مفهومي الحوكمة والمؤسسات الناشئة إضافة إلى الإشارة إلى الإطار القانوني المعمول به في قطاع التعليم العالي والبحث العلمي في هذا الصدد، ولعل من أبرز نصوصه نجد القرار الوزاري 1275، والمنشور رقم 001 المؤرخ في 18 ماي 2023 الذي يحدد كيفيات مناقشة مشروع نهاية الدراسة المعد بغرض إنشاء مؤسسة ناشئة أو الحصول على براءة اختراع، وكان سبيلنا إلى ذلك المنهج الوصفي التحليلي، لنصل في الأخير إلى أن تبني وزارة التعليم العالي والبحث العلمي لمشاريع المؤسسات الناشئة سيساهم بدرجة كبيرة في إنشاء مؤسسات ناشئة محوكمة في مجال علم المكتبات والتوثيق على غرار باقي المجالات، والتي ستقدم خدمات نوعية تخدم مختلف المؤسسات سواء الخدماتية أو الاقتصادية في مختلف القطاعات والميادين. In this scientific paper , we focused on the topic of governance and emerging institutions in the field of Library Science and Documentation in light of ministerial resolution 1275 certificate- emerging institution/ certificate patent, and this by highlighting the concept of governance and emerging institution, in addition to referring to the applicable legal framework in the sector of higher education and Scientific research in this context, and perhaps among its most prominent texts we find ministerial resolution 1275, and publication No: 001 dated on May 18th , 2023 which determines how to discuss the end of study project prepared for the purpose creating en emerging institution or obtaining the certificate patent. Our way to that was the descriptive analytical approach to finally arrive at the conclusion that the Ministry of Higher Education and Scientific Research’s adoption of emerging institutions projects will contribute greatly to the establishment of governed emerging institutions in the field of Library Science and Documentation similar to other fields, and which will provide quality services that serve various institutions, whether service or economic, in various sectors or fields.
