آثار القرار الوزاري 1275 في احتضان البحث العلمي لحاملي أفكار مشاريع المبتكرة والمؤسسات الناشئة

Résumé: هدفت هذه الدراسة إلى التأكد مدى نجاعة القرار الوزاري 1275 المحدد لكيفيات إعداد مشروع مذكرة التخرج للحصول على شهادة جامعية-مؤسسة ناشئة من قبل طلبة مؤسسات التعليم العالي من خلال محورين جوهرين يهدف أحدهما لمعرفة آليات التي جاء بها القرار الذي غير من طريقة البحث العلمي والذي انعكس هذا الأخير بدوره على التمية الاقتصادية للجزائر، حيث أضحى للطالب فكر مقاولتي يتبلور طوال مسيرته الجامعية ليتوجها في عامه الأخير بصقلها على مستوى حاضنة الأعمال الجامعية بمذكر التخرج مؤسسة ناشئة قابلة للتجسيد والاستثمار وبالتالي خلق فرص للشباب البطال من جهة وتنمية الاقتصاد الجزائري الذي كان قائم على جزء كبير منه على قطاع المحروقات من جهة أخرى. This study aimed to assess the effectiveness of Ministerial Decision 1275 in determining the procedures for preparing a graduation project for obtaining a university degree - an emerging institution by students of higher education institutions through two essential axes. The first aims to understand the mechanisms introduced by the decision that changed the scientific research methodology, which in turn impacted the economic development of Algeria. This led the student to develop an entrepreneurial idea throughout their academic career to refine it in their final year by incubating it at the university business incubator with a graduation project as a viable and investable emerging institution, thus creating opportunities for unemployed youth on one hand and promoting economic development on the other.
