تجمعات المصالح المشتركة الفلاحية في الجزائر، أيُ نموذج للاستغلال الفلاحي .

Résumé: لطالما شكّل العقار ثروة اقتصادية هامة للدولة، لذا تسعى إلى وضع تنظيم خاص به، يكفل استغلاله الأمثل لأجل تحقيق مردودية أعلى. ومن ثمة تعمد التشريعات إلى وضع أنظمة ومخططات من أجل ترشيد استغلاله وضبط المعاملات الخاصة به، فهو العقار الفلاحي إن لم يرشد استغلاله قلّت مردوديته وأصبح بدون فائدة بمرور سنين الاستغلال. ويُعد نظام تجمعات المصالح المشتركة أحد أنماط الاستغلال الفلاحي المبتكرة والمكرّسة في القانون رقم: 08/16 المتعلق بالتوجيه الفلاحي، وهو نظام يقوم على تجميع مستثمرين فلاحيين أو أكثر لمدة معينة بهدف تحسين نتائج النشاط الفلاحي ومضاعفته وتحقيق اقتصاديات سليمة، من خلال وضع كل الوسائل التي يرونها ضرورية لتحقيق ذلك الهدف. Abstract: Real estate has always been an important economic wealth for the state, so it strives to establish its own regulation, ensuring its optimum utilization for higher returns. From there, the legislations intend to put in place systems and plans in order to rationalize its exploitation and control its own transactions, as it is - the agricultural property - if its exploitation is not guided, its yield decreased and it became useless with the passage of years of exploitation. The system of groupings of common interests is one of the innovative and exploited patterns of agricultural exploitation in Law No. 08/16 related to agricultural orientation, a system that is based on grouping agricultural investors or more for a specific period in order to improve the results of agricultural activity and multiply it and achieve sound economies, by setting all the means that they consider necessary To achieve that goal.
