Le Marché Financier En Algérie, État Des Lieux Et Perspectives De Son Développement

Résumé: Le constat qui ressort de l’état des lieux du marché financier Algérien embryonnaire, est que sa taille réduite et son illiquidité constituent le principal frein au développement d’un véritable marché des capitaux Algérien. Le marché est trop petit pour être attractif et créer une dynamique de développement, il est trop étroit et très peu liquide pour être rentable pour ses acteurs, l’accroissement de la taille du marché est donc, de façon évidente la priorité dans les actions de développement du marché. L’économie algérienne à besoin d’un marché financier actif et organisé, ainsi que d’un marché bancaire fiable et crédible, l’activation et la dynamisation du marché financier Algérien est conditionnée par l’apurement du climat des affaires, l’adoption des règles de transparences par tout les acteurs, la vulgarisation des pratiques boursières, la privatisation des entreprises publiques éligibles. Le marché financier peut être une opportunité pour financer la croissance à l’infini des PME , souvent sous capitalisées. The observation that emerges from the state of play of the embryonic Algerian financial market is that its reduced size and illiquidity constitute the main obstacle to the development of a real Algerian capital market. The market is too small to be attractive and create a growth dynamics. It is too narrow and not very liquid to be profitable for its stakeholders, so expanding the size of the market is clearly the priority in market development actions. The Algerian economy needs an active and organized financial market, as well as a reliable and credible banking market. The stimulation and revitalization of the Algerian financial market requires the clearance of the business climate, the adoption of transparency rules by all stakeholders, the popularization of stock exchange practices, the privatization of eligible public companies. The financial market can be an opportunity to finance the infinite growth of a countless number SMEs, often under-capitalized.إن الملاحظة التي تنبثق من الوضعية الحالية للسوق المالي الجزائري الجنيني تتمثل في أن حجمه المنخفض وعدم سيولته تشكلان العقبة الرئيسية أمام تطوير سوق رؤوس الأموال جزائرية حقيقية. إن هذا السوق أصغر من أن يكون جذابًا و قادرا على خلق ديناميكية للتنمية ، فهو ضيق للغاية وجد محدود السيولة بحيث لا يحقق مردودا للأعوان المتدخلين فيه، وبالتالي فإن زيادة حجم السوق تحتل الأولوية في إجراءات تطوير السوق. يحتاج الاقتصاد الجزائري إلى سوق مالي نشط ومنظم ، بالإضافة إلى سوق مصرفية فعالة وذات مصداقية ، إن تفعيل وتنشيط السوق المالي الجزائري مشروط بتصفية مناخ الأعمال ،اعتماد قواعد الشفافية من قبل جميع الأعوان المتدخلة ، تعميم ممارسات سوق الأسهم ، وخصخصة الشركات العمومية المؤهلة ، يمكن أن يكون السوق المالي فرصة لتمويل النمو اللامتناهي للمؤسسات الصغيرة والمتوسطة ، والتي غالبًا ما تكون ضئيلة رأسمال.
