الانتقال الديمقراطي في أفريقيا والشرق الاوسط: قراءة في الأدوار التنموية للنخب العسكرية

Résumé: تحاول هاته الورقة ان تتناول بالدراسة والتحليل واحدا من المواضيع الهامة، التي عولجت في مختلف الادبيات السياسية وبخاصة ذات الصلة بعلم الانتقال والعلاقات المدنية العسكرية، وهي بذلك تستمد اهميتها من الموضوع ذاته إذ تعد النخبة العسكرية إحدى القوى الأكثر أهمية وتأثيرا في واقع الدول الأفريقية والشرق أوسطية، لما تتميز به من خصائص وسمات تؤهلها للقيام بأدوار هامة وحاسمة لدعم مسارات التنمية وبناء الدولة والمجتمع والدفع بمسار الانتقال الديمقراطي، وعليه جاءت الدراسة لتوضح طبيعة الأدوار التنموية التي تستطيع أن تؤديها النخبة العسكرية وتترك اثرا ايجابيا على مسار الانتقال الديمقراطي في أفريقيا والشرق الاوسط. This paper tries to study and analyze one of the important topics that have been dealt with in various political literature, especially related to the science of transition and civil-military relations, and thus it derives its importance from the same topic as the military elite is one of the most important and influential forces in the reality of African and Middle Eastern countries, Because of its characteristics and characteristics that qualify it to play important and decisive roles in support of development paths, building the state and society and pushing the path of democratic transition, and accordingly the study came to clarify the nature of the developmental roles that the military elite can play and leave a positive impact on the path of democratic transition in Africa and the Middle East
