Résumé: ظلت المنظومة الفكرية للنخبة الحزبية في الجزائر والمغرب حاضرة قبل وبعد الاستقلال، بحيث لم تكن تتوفر القدرة على تجاوزها، وهذه المنظومة كانت من بين الإشكاليات المسؤولة على غياب الديمقراطية داخل الحزبين بشكل عام، وأثر بطريقة أو بأخرى على عملية اتخاذ القرار، وعلى مستوى الدولة كذلك، مما خلق عدم الاستقرار لديها لفترات طويلة في علاقتها مع النخبة الحاكمة والطبقة المحكومة من جهة أخرى، في حين يستوجب بناء الدولة الديمقراطية بناء أحزاب قوية يلتف فيها المناضلون حول الأفكار وليس حول الزعامات، ولن يتأتى ذلك إلا بنشر الثقافة السياسية التي تستوجب القيام بعمل تربوي كأرضية للإصلاح والتجديد والتغيير السلمي. : The intellectual system of the party elite remained in Algeria and Morocco before and after independence, so that the ability to overcome it was not available, and this system was among the responsible problems of the absence of democracy within the two parties in general, and in one way or another affected the decision-making process, and at the state level as well, This has created instability for long periods in its relationship with the ruling elite and the governing class on the other hand, while building a democratic state requires building strong parties in which militants wrap around ideas and not about leaderships, and this will only happen by spreading the political culture that requires educational action as a basis for reform Renewal and peaceful change
