الديمقراطية التشاركية كمقاربة لتفعيل دور الجماعات الإقليمية في تدبير الشأن البيئي العمومي بالجزائر
Résumé: ملخص: يهدف المقال إلى التطرق إلى أحد المفاهيم الجديدة للديمقراطية، المتمثلة في الديمقراطية التشاركية(التساهمية)، حيث يمثل هذا المفهوم أهم مرتكزات الحوكمة المحلية بأبعادها المختلفة، لا سيما منها البعد البيئي، على هذا الأساس نسعى عبر صفحات المقال إلى توضيح معنى الديمقراطية التشاركية، وأهم مظاهر الهندسة الدستورية للديمقراطية التشاركية بالجزائر، وذلك بالتركيز على مرتكزات مشاركة الجماعات المحلية بالجزائر في تجسيد الديمقراطية التشاركية من جهة، والتدبير التشاركي للشأن البيئي العمومي من جهة أخرى. Abstract: The article aims to addresse one of the new concepts of democracy, which is participatory democracy. This concept represents the most important pillars of local governance in its various dimensions, especially the environmental dimension, on this basis we seek through the pages of the article to clarify the meaning of participatory democracy The constitutional engineering of participatory democracy in Algeria, by focusing on the bases of the participation of the local communities in Algeria in the embodiment of participatory democracy on the one hand and participatory management of the public environmental issue.
