أثر إتفاقية بازل (3) على مؤشرات الصلابة المالية للقطاع المصرفي الجزائري خلال الفترة (2009-2016)

Résumé: الملخص: نهدف من خلال هذا المقال إلى تبيان الآثار المحتملة لتوجهات بنك الجزائر نحو تطبيق بعض محاور إتفاقية بازل (3) على صلابة القطاع المصرفي الجزائري خلال الفترة 2009-2016، وذلك قبل وبعد إصداره النظام 14-01، ولقد تم التوصل إلى أن هذه التوجهات أثرت إيجابيا على بعض المؤشرات المالية للبنوك كنسب كفاية رأس المال التنظيمي والأموال الخاصة الأساسية tier1 ومؤشر z-score، في حين إنعكس ذلك سلبا على بعض المؤشرات كمعدل العائد على حقوق الملكية، إجمالا، تبقى قيمة هذه المؤشرات تتجاوز المعايير الدولية حتى في فترة الصدمة البترولية لنهاية عام 2014، وهو ما يدل على تعزيز تطبيق تلك المعايير لصلابة القطاع المصرفي الجزائري ضد الصدمات الإقتصادية والمالية الخارجية. الكلمات المفتاحية: إتفاقية بازل (3)، إستقرار مصرفي ومالي، مؤشرات صلابة مالية، قطاع مصرفي جزائري. تصنيف JEL: G21 ,G28. ABSTRACT : This article aims to demonstrate the potential effects of the Central Bank's trends towards the implementation of some of the Basel 3 agreements on the soundness of the Algerian banking sector during the period 2009-2016, before and after the issued of reglement 14-01. It has been found that these trends have positive effects on certain financial indicators of the banks such as regulatory capital ratios and Tier 1 core and z-score index, whereas that some indicators have been negatively affected such as return on equity. Generally, the value of these indicators stay exceed national and international standards even in the period of oil shock by the end of 2014, promting the application of these standards due to the soundness of the Algerian banking sector's against external economic and financial shocks.
