Résumé: إن تعريف الإطار المفاهيمي للأعمال الإرهابية هو أول خطوة للمواجهة التي يفرضها منطق الأشياء، إذ لا سبيل ولا جدوى ولا فعالية في انتظار محاربة المجهول وغير الواضح، لذا تم وضع تعريف لقد كانت الأعمال الإرهابية ضرورة حتمية تمهيداً لمواجهتها سواء بموجب الاتفاقيات الدولية والإقليمية، أو النصوص التشريعية الوطنية الداخلية، إلى حد آليات القوة العسكرية التي تحاول القضاء على هذه الظاهرة أو على الأقل التقليل من خطورتها. ولذلك فإن التحدي الأهم الذي واجهه وما زال يواجهه المجتمع الدولي هو التحدي المتمثل في إنشاء خطة محددة ودقيقة تعريف ما يسمى "الأعمال الإرهابية"، في ظل الصعوبات والتعقيدات الكبيرة التي رافقت تطوير هذا التعريف، والتي تعود إلى اختلاف الرؤى والمواقف والمصالح والخلفيات، إضافة إلى التعقيدات وتعدد التصورات. أشكال الظاهرة الإرهابية نفسها، مما أدى إلى صدور العديد من الاتفاقيات التي اهتمت بضبط وتحديد العناصر الأساسية المميزة للأعمال الإرهابية في محاولة لإزالة كل غموض وإزالة أي غموض قد يحيط بها، تلاها سلسلة من فالنصوص القانونية الوطنية التي استجابت للالتزامات الدولية، وعلى كثرتها وتنوعها، فشلت في الاتفاق على تعريف موحد ودقيق للإرهاب. The definition of the conceptual Framework of terroriste acts is the first step of confrontation, which is imposed by the logic of things, as there is no way, no point and no effectiveness waiting to fight the unknown and unclear, so the development of a definition of terrorist acts was an inevitable necessity in preparation for confronting them either under international and regional conventions, or internal national legislative texts, to the extent of military forced mechanisms that try to eliminate or at least reduce the seriousness of this phenomenon. Therefore, the most important challenge faced and continues to be faced by the international community was the challenge of establishing a specific and precise definition of the so-called "terrorist acts", in light of the great difficulties and complexities that accompanied the development of this definition, which was due to the divergence of visions, attitudes, interests and backgrounds, in addition to the complexities and multiplicity of forms of the terrorist phenomenon itself, This led to the issuance of several agreements that were concerned with controlling and identifying the distinctive fundamental elements of terrorist acts in an attempt to remove all ambiguity and remove any ambiguity that might surround them, followed by a series of national legal texts that responded to international obligations, and with their many and varied, both failed to agree on a unified and precise definition of terrorism.
