القرصنة و الإرهاب البحري - مقاربة مفاهيمية --piracy And Maritime Terrorism - A Conceptual Approach –

Résumé: ملخص: يعتبر قطاع الملاحة البحرية العامل الحيوي للأمن الإقتصادي للدول، و باتساع مجالات التجارة الدولية ، اتسع مجال التهديدات فكان الأمن البحري عرضة إلى مواجهة تحديات خطيرة،و تعتبر كل من القرصنة و الإرهاب البحري من أخطر التهديدات لحرية لملاحة البحرية . تستهدف الدراسة إبراز الإطار النظري للجريمتين،و تسليط الضوء على العلاقة التي تربطهما، لنخلص إلى التأكيد على ضرورة تبني مفاهيم دقيقة محددة لكل من القرصنة و الارهاب البحري ، وهذا لتفعيل أمثل لميكانيزمات المكافحة Abstract: The maritime sector is a vital factor for States' economic security, and as international trade expands, the area of threats has expanded, maritime security has been exposed to serious challenges, and both piracy and maritime terrorism are among the most serious threats to maritime freedom. The aim of the study is to highlight the theoretical framework of the two crimes and to highlight the relationship between them, in order to emphasize the need to adopt precise concepts specific to both piracy and maritime terrorism, and this is to optimize the fight mechanic.
