المناطق الصناعية كآلية لتحقيق التنمية المستدامة

Résumé: ملخص : هذه الدراسة تهدف لتبيان أهمية المناطق الصناعية ودورها في تحقيق التنمية المستدامة، من خلال توطين الصناعة وخلق تجمعات صناعية تأخذ البعد البيئي بعين الاعتبار، وتعد تهيئة المناطق الصناعية من العمليات الأساسية للسياسات التصنيعية، حيث أن اختيار المواقع والبيئات المناسبة اقتصاديا، اجتماعيا، جغرافيا وحتى سياسيا، لإقامة المشروعات الصناعية وتوزيعها على مختلف مناطق البلاد بما يتلاءم مع طبيعة، خصائص ومتطلبات كل منطقة يسهم بتحقيق التنمية المستدامة، إذ تتحول هذه المناطق إلى أقطاب للتنمية. إن اختيار المواقع الصناعية بما يتلاءم والنمط الصناعي، الأسواق، أسلوب الإنتاج وغيرها من المتطلبات الإنتاجية والتسويقية، من أساسيات نجاح الصناعة، إذ يجب الاستفادة من جميع العوامل المساعدة بالشكل الأمثل، وكل هذا يكون ضمن متطلبات التنمية المستدامة للمناطق المستهدفة لعملية التوطين الصناعي؛ وعملت الجزائر على تخصيص وتهيئة مناطق صناعية في مختلف أنحاء الوطن لتحقيق التوازن بين مختلف المناطق، ولتلبي متطلبات التوطين الصناعي واحتياجات قطاعها الصناعي، كما تسعى لجعلها تتسم بالاستدامة. الكلمات المفتاحية : الصناعة ؛ المناطق الصناعية ؛ التوطين الصناعي ؛ التنمية المستدامة Abstract: This study aims to demonstrate the importance of industrial zones and their role in achieving sustainable development, through the localization of industry and the creation of industrial clusters taking the environmental dimension into consideration. The preparation of industrial zones is one of the basic operations of industrial policies, since the selection of economically, socially, geographically and even politically appropriate locations and environments to establish industrial projects and share out them to the different regions of the country in line with their nature, characteristics and requirements will contribute to achieving sustainable development, as these regions become poles of development. The selection of industrial sites in compliance with the industrial style, markets, production method and other production and marketing requirements, is essential to industry’s success, as all contributing factors must be used in an optimal manner within the requirements of sustainable development for the areas targeted for the industrial localization process; Algeria has worked to create industrial zones in different parts of the country to bring balance between the different regions to meet the requirements of industrial localization and the needs of its industrial sector, and seeks to make it sustainable.
