تحسين أداء الخدمة العمومية في الجزائر وفق مقاربة التسيير الحديث

Résumé: تهدف الدراسة إلى التعرف على واقع الخدمة العمومية في الجزائر ومدى تحقيق الإدارة الجزائرية للرهان الحديث والقديم للتسيير العمومي، والمتمثل في ضمان خدمة نوعية من جهة، والتقليل في النفقات العمومية من جهة أخرى، حتى تستجيب للمطالب المتنامية للمواطنين. وقد بينت النتائج أن القطاع العمومي هو الفاعل الرئيسي والأساسي في توفير الخدمات العمومية في الجزائر، وذلك وفق تسيير بيروقراطي مركزي. وهذا ما أثر سلبا على نوعية الخدمة العمومية من ناحية، وميزانية الدولة من ناحية أخرى. The study aims to identify the real situation of the public service in Algeria and the extent to which the Algerian administration has reconciled with the modern and traditional way of public management, which are to guarantee the good quality of public service on the one hand and to reduce public expenditure on the other. The results showed that the public sector is the main and main actor in the provision of public services in Algeria, according to centralized bureaucratic management. This has negatively affected the quality of public service on the one hand and the state budget on the other.
