الشمول المالي كأداة لاحتواء الاقتصاد غير الرسمي - جمهورية مصر العربية نموذجا-

Résumé: هدفت الدراسة إلى إبراز دور الشمول المالي كآلية لاحتواء ظاهرة الاقتصاد غير الرسمي، بالإضافة إلى التطرق للتجربة المصرية في هذا الإطار نموذجا، وذلك بالاعتماد على كل من المنهج الوصفي والتحليلي٬ وقد توصلت الدراسة إلى أن الشمول المالي يساهم وبشكل فعال في الحد من الآثار السلبية للاقتصاد غير الرسمي واحتواء أنشطته ضمن الاقتصاد الرسمي، خاصة من خلال توفير الفرص التمويلية للمؤسسات الصغيرة والناشئة، كما أن التطرق للتجربة المصرية اظهر أن السلطات المصرية قامت باتخاذ وتطبيق جملة من الإجراءات التي من شانها المساهمة في تعزيز الشمول المالي لديها خاصة في إطار سعيها للتحول نحو اقتصاد غير نقدي من اجل تقليل تسرب الكتلة النقدية نحو القطاع غير الرسمي٬ والتي تعتبر الركيزة الأساسية لتمويل أنشطة هذا القطاع. The study aimed to highlight the role of financial inclusion as a mrchanism to contrain the phenomenon of the informal economy٫ in addition to addressing the Egyptian experience in this context as a model٫ by relying on both the descriptive and analytical appoach٫ The study concluded that financial inclusion effectively contributes to reducing the negative effects of the informal economy٫and contain its activities within th formal economy, especially by providing financing opportunities for small and emerging enterprises, in addition٫ the discussion of the Egyptian esperience showed that the Egyptian authorities had taken and implemented a number of measures that contribute to enhancing their financial inclusion٫ especially in the context of their efforts to transform into a non-monetary economy in order to reduce the leakage of money into the informal economy setor, which main basis for financing activities this sector.
