سياسة التشغيل في ظل التحولات الاقتصادية والاجتماعية في الجزائر: دراسة إحصائية لبعض المؤسسات المكلفة بالتشغيل Employment Policy In Light Of Economic And Social Transformations In Algeria: A Statistical Study Of Some Institutions In Charge Of Employment

Résumé: يعالج هذا المقال إشكالية التحولات الاقتصادية التي مرت بها الجزائر وما اتخذ كإجراءات في شق سياسة التشغيل لمكافحة البطالة والفقر علما بأن كل تغيير في السياسة الاقتصادية إلا وصحبه تغييرات على مستوى السياسة العامة وعلى هذا الأساس نهدف إلى إعطاء رؤية حول الوضعية الاقتصادية التي مرت بها الجزائر وانعكاساتها الاجتماعية ومنه التطرق إلى مختلف التدابير المتخذة في إطار سياسة التشغيل نظرا للتأثيرات المتبادلة بين الاثنين. ومنه فقد تم عرض وتحليل المعطيات الإحصائية لبرامج بعض المؤسسات الحكومية المرافقة لبرنامج الإصلاح الاقتصادي في الجزائر في مجال التشغيل، إذ خلصت الدراسة إلى أن التدابير والإجراءات المتخذة في إطار سياسة التشغيل لم تكن بمستوى التحولات والقرارات الاقتصادية على أساس أنها لم تنتج التوازنات، إلا أنها تبقى محاولات فعالة في المجتمع بحيث تستدعي التعديل والتطوير. This article addresses the problem of the economic transformations that Algeria has undergone and what has been taken as measures to split the employment policy to combat unemployment and poverty, noting that every change in economic policy is accompanied by changes at the level of public policy and on this basis we aim to give a vision about the economic situation that Algeria has gone through and its social implications. From this, the statistical data for the programs of some government institutions accompanying the economic reform program in Algeria in the field of employment were presented and analyzed. The study concluded that the measures and measures taken within the framework of the employment policy were not at the level of economic transformations and decisions on the basis that they did not produce balances, but they remain attempts Effective in society as it calls for modification and development.
