تحليل القانون التوجيهي 08-04 من منظور جودة التشريع المدرسي العالمي

Résumé: يهدف هذا المقال إلى تحليل القانون التوجيهي للتربية الوطنية 08-04 الذي ينظم قطاع التربية والتعليم في الجزائر من منظور جودة التشريع المدرسي على المستوى العالمي،باستخدام منهج تحليل المحتوى( المضمون) للنصوص القانونية الواردة فيه ، ومقارنتها بمعايير ومبادئ جودة التشريع لبعض الدول الرائدة في التعليم، واستعراض بعض النماذج الدولية الناجحة في جودة التشريع ، قصد الاستفادة منها وتكييفها مع الخصوصيات المحلية ، لتغطية الفجوات والثغرات في القانون التوجيهي للتربية الوطنية ، ليساير التطورات المحلية وتحسين جودة التعليم في الجزائر. Abstract:This article aims to analyze the National Education Guiding Law 08-04, which regulates the education sector in Algeria, from the perspective of the quality of school legislation on a global level. Using the content analysis method for the legal texts contained within it, the study compares these texts with the standards and principles of quality legislation in some leading countries in education. Additionally, it reviews certain international models of quality legislation to benefit from them and adapt them to local specificities, in order to address the legal gaps and deficiencies in the guiding law, ensuring it keeps pace with field developments and improves the quality of education in Algeri
