في سبيل الارتقاء بتصنيف المجلس الوطني لحقوق الإنسان - دراسة في تقرير اللجنة الفرعية المعنية بالاعتماد

Résumé: المؤسسات الوطنية لحقوق الإنسان هي تلك الهيئات والآليات الوطنية التي اكتسبت مكانة مرموقة في منظومة حقوق الانسان سواء وطنيا أو دوليا، من خلال الأدوار المتنوعة التي تلعبها، وكذا من خلال جملة خصائصها، فأصبحت الفاعل وطنيا والشريك دوليا. وحتى تحافظ على هذه المكانة الدولية يجب عليها الامتثال للمبادئ النموذجية وهي "مبادئ باريس"، عبر ما يسمى آلية الاعتماد، سواء في الصنف "أ" وهو المطلوب، أو الصنف "ب" كمرحلة انتقالية. في خضم هذا يسعى المجلس الوطني لحقوق الانسان للارتقاء من الصنف "ب" الى الصنف "أ"، عبر تجاوز ملاحظات اللجنة المعنية بالاعتماد في آخر دورة اعتماد. Abstract: National human rights institutions are those national bodies and mechanisms that have gained a prominent position in the human rights system, whether nationally or internationally, through the various roles they play, as well as through their characteristics, becoming a national actor and an international partner. In order to maintain this international position, it must comply with the model principles, namely the "Paris Principles", through the so-called accreditation mechanism, whether in category "A", which is required, or category "B" as a transitional stage. In the midst of this, the National Council for Human Rights seeks to upgrade from category "B" to category "A", by overriding the observations of the Committee on Accreditation in the last accreditation cycle.
