تفعيل تكنولوجيا المعلومات في المؤسسات الجزائرية - الإدارة الإلكترونية أنموذجا -

Résumé: ملخص: تتناول لطالما كانت المؤسسات بصفة عامة هي تلك الأداة الأساسية في تطوير أي تسيير كان، والوجه الآخر الذي يعكس القدرات الفكرية والوظيفية لمواردها البشرية. وكنتيجة حتمية للتغيير الطارئ المتمثل في ظهور تكنولوجيا المعلومات والإتصالات وأهم تطبيقاتها المتمثلة في الإدارة الإلكترونية ضمن واقع جديد لما بعد الثورة التقنية، فقد وجدت المؤسسات الجزائرية كغيرها من المنظمات مجبرة على ذلك من خلال إتباع سياسة التجديد ورقمنة الأجهزة والوظائف، وكافة الخدمات، وذلك كون أن الرقمنة أصبحت الضامن الوحيد لكل إدارة لما لها من دور واضح في دعم قدراتها في صناعة واتخاذ القرارات الصحيحة والزيادة من فعالية مخرجاتها، وهذا من أجل ضمان استمراريتها وبقائها، وقبل ذلك ضمان ترقية وظائفها إلى المستوى المطلوب إضافة إلى تحقيق أهدافها المسطرة. الكلمات المفتاحية: الإدارة الإلكترونية، التحول الرقمي، المؤسسات، الجزائر. Abstract: Institutions, in general, have always been the primary tool in the development of any management, and the other side that reflects the intellectual and functional capabilities of their human resources. As an inevitable result of the emergency change represented by the emergence of information and communication technology and its most important applications represented in electronic management within a new reality after the technical revolution, the Algerian institutions, like other organizations, were forced to do so by following a policy of renewal and digitization of devices and jobs, and all services, because digitization It has become the sole guarantor of each department because of its clear role in supporting its capabilities in making the right decisions and increasing the effectiveness of its outputs, in order to ensure its continuity and survival, and before that to ensure that its functions are upgraded to the required level in addition to achieving its established objectives.
