ضرورة إصلاح منظمة الأمم المتحدة

Résumé: تهدف دراسة هذا الموضوع إلى تحديد أسباب ودواعي إصلاح منظمة الأمم المتحدة سواء المتعلقة منها بالتحول في بنية النظام الدولي، أو النابعة من مهامها، وكذا تحديد مقترحات الإصلاح على المستوى الهيكلي وعلى المستوى المالي والإداري، على إعتبار أن إصلاح الأمم المتحدة في الوقت الحاضر، يعد عملية متعددة الأوجه تشمل جميع مجالات أنشطتها وجميع كياناتها ومؤسساتها ووكالاتها. ومنذ إنشاء منظمة الأمم المتحدة لم يتم إعادة النظر في ميثاقها بالرغم من قصوره في جوانب عديدة لا تتماشى مع النظام الدولي الجديد، لذا فإنه من بين النتائج المتوصل إليها، أنه بالرغم من تغير الإيديولوجيات وتغير النظام الدولي إلا أن المنظمة التي تم إنشائها منذ 75 سنة لم تتغير لا في هياكلها ولا في مهامها، وأنها عجزت عن تنفيذ مهمتها الرئيسية المتعلقة بحفظ السلم والأمن الدوليين بسبب تمسك الدول العظمى بمسألة إصلاح المنظمة وفقا لرؤيتها وإعتباراتها الشخصية. The study of this topic aims to identify the reasons and justifications for reforming the United Nations, whether related to the transformation in the structure of the international system, or stemming from its tasks, as well as identifying reform proposals at the structural, financial and administrative levels, given that the reform of the United Nations at the present time is a process Multi-faceted covering all areas of its activities and all its entities, institutions and agencies. Since the establishment of the United Nations, its charter has not been reconsidered, despite its shortcomings in many aspects that are incompatible with the new international order. It changes neither in its structures nor in its missions, and it has failed to carry out its main task related to maintaining international peace and security because of the great powers' adherence to the issue of reforming the organization according to their own vision and personal considerations.
