التشارك الميزانياتي مقاربة تدعم مفهوم الديمقراطية التشاركية

Résumé: تشتمل هاته الدراسة المفاهيمية حول موضوع من المواضيع ذات الصلة بالنظام الديمقراطي ومتطلباته، اذ تمت معالجة مفهوم الديمقراطية التشاركية في شقها المالي و الميزانياتي بإعتبار أن هذا التشارك الديمقراطي يتطلب إشتمال العديد من الجوانب السياسية والاجتماعية وحتى المالية، هاته الأخيرة لا يمكن إغفالها كونها عصب النظام الديمقراطي، وعلى هذا الأساس تم إعتماد مصطلح الميزانية التشاركية كآلية يمكن بواسطتها بعث سياسة مالية رشيدة وجدية وجيدة يتطلب تفعيلها التطرق الى الفواعل الأساسية للديمقراطية التشاركية والمتجسدة أساسا في المواطن والمجتمع المدني وكذا القطاع الخاص. This conceptual study includes a topic related to the democratic system and its requirements, as the concept of participatory democracy has been addressed in its financial and budgetary aspect, considering that this democratic participation requires the inclusion of many political, social and even financial aspects, the latter cannot be overlooked as it is the backbone of the democratic system. On this basis, the term participatory budget has been adopted as a mechanism by which a rational, serious and good fiscal policy can be sent. Its activation requires addressing the basic actors of participatory democracy embodied mainly in the citizen and civil society as well as the private sector.
