نحو استراتيجية جديدة لتطوير المؤسسات الناشئة في الجزائر

Résumé: جاءت هذه الورقة البحثية للكشف عن جوانب واطر الاستراتيجية الجديدة للحكومة الجزائرية والوقوف على اهم الانجازات فيما تعلق بالنظام البيئي للشركات الناشئة. وقد خلصت الى نتائج عدة أهمها أن سنة 2020 تعد سنة محورية ومنعرجا هاما في مسار الشركات الناشئة في الجزائر، وذلك للقرارات الهامة التي اتخذتها الحكومة في هذا المجال، منها ضبط الجانب التشريعي والتنظيمي لها، بالإضافة الى تقديم تسهيلات جبائية كتدابير تحفيزية وردت ضمن قانون المالية الاولي والتكميلي، وكذا بعث اليات تمويلية جديدة وإعادة ضبط مفهوم الحاضنة كآلية دعم ومرافقة، كما استفاد هذا القطاع من عدة هياكل رقمية في اطار الدعم الفني. This research paper came to explore the aspects and frameworks of the Algerian government's new strategy and to identify the most important achievements regarding the startup ecosystem. It have concluded with several results, the most important of which is that the year 2020 is a pivotal year and an important turning point in the path of startups in Algeria, due to the important decisions taken by the government in this field, including setting it's legislative and regulatory aspect, in addition to providing tax facilities as Motivational measures included in the initial and supplementary financial law, as well as the creation of new financing mechanisms and re-adjusting the concept of the incubator as a support and accompaniment mechanism. This sector has also benefited from several digital structures within the framework of technical support. Key
