Résumé: الملخص :تشكل المقاربة التشاركية إحدى أهم المقاربات الجديدة لتفعيل التنمية المحلية المستدامة حيث تعزز اعتمادها مع مطلع الألفية الجديدة،والتوجه نحو تثمين مختلف الآليات الديمقراطية والانفتاح على المجتمعات المحلية،وتثمين مقدراتها المادية البشرية في التنمية المحلية ،وهذا ما تم اقراره من طرف مختلف تقارير التنمية المستدامة للأمم المتحدة،وبرامج الدعم الانمائية والمبادرات الإصلاحية على المستوى القطري والمحلي.والجزائر كعينة لهذه المبادرات تبنت سلسلة الإصلاحات السياسية والقانونية هذه المقاربة في تنمية المناطق الحدودية و مناطق الظل،من خلال تفعيل مشاركة مختلف الفواعل المحلية عبر إطلاق برنامج كبدال .تعالج هذه الورقة مدى مساهمة البرنامج في تفعيل وتيرة التنمية المحلية في هذه المناطق بين الواقع و التحديات Abstract The participatory approach is one of the important new approaches to activating sustainable local development, as it strengthens its adoption in new millennium, and moves towards democratic mechanisms and openness to local communities, and appreciates their material and human capabilities in local development ,this was approved in the United Nations development reports and reform initiatives at the national and local level .Algeria, has adopted this approach in developing border regions and shadow areas, by activating the participation of various local actors by launching the capdal program. This paper deals with the extent to how this program contributes to activating local development in these areas; reality And challenges. t
