متطلبات تنويع هيكل الاقتصاد الجزائري في ظل صدمة أسعار النفط الحالية

Résumé: نهدف من خلال هذه الورقة البحثية إلى إبراز أهم الخيارات والمتطلبات الكفيلة بتنويع هيكل الاقتصاد الجزائري وفك ارتباطه المفرط بقطاع النفط وذلك في ظل استمرار صدمة أسعار النفط وما تمثله من مخاطر بارزة على آفاق الاقتصاد الوطني، خصوصا على مستوى المالية العامة والحسابات الخارجية، واستدامة النمو الاقتصادي. وفي سبيل تحقيق هذا المسعى تبنت السلطات العمومية نموذج نمو جديد والذي من المفترض أن تسمح ترجمة محاوره في شكل برامج إصلاحية ملموسة وتنفيذها الفعلي من تحقيق تغيير جذري لهيكل اقتصادها يتميز بالتنوع والتنافسية بحلول العام 2030. وقد توصلت دراستنا في الأخير إلى أن السياسات والإجراءات الاقتصادية التي يجري تطبيقها والمعلن عنها في إطار النموذج الاقتصادي المعلن عنه تفتقد إلى الاتساق والاستمرارية والوضوح بالشكل الذي لا يطمئن على سلامة اتجاهها وفعاليتها الأمر الذي يحتم على السلطات المعنية تبني إستراتجية طموحة وواضحة المعالم للتحقيق هدف التنويع. الكلمات الدالة: أسعار النفط، نموذج النمو الجديد، التنويع الاقتصادي.
