تقدير الانتاجية الكلية والفجوة التكنولوجية للقطاع الزراعي في الجزائر باستخدام التحليل الحدودي العشوائي للفترة الممتدة بين 1980-2018

Résumé: تهدف هذه الورقة الى التعرف على حجم الكفاءة التقنية الناتجة عن الأداء التقني وحجم اسهامها في تطوير الانتاجية الكلية للعناصر وتحديد الفجوة التكنولوجية في القطاع الزراعي بالجزائر عبر مراحل تطوره. حيث تم تقدير دالة الانتاج الحدية العشوائية، والتي أدت إلى تقدير مساهمة حجم الكفاءة التقنية وتحديد الفجوة التكنولوجية التي تمكن من تفسير الفرق بين الانتاج الفعلي والامثل من قطاع الزراعة في الجزائر للفترة الممتدة بين 1980-2018. من أهم النتائج المتوصل إليها وجود انخفاض في الانتاجية الكلية للعوامل خلال فترة الدراسة والذي تم تفسيره بتناقص الكفاءة في استخدام الموارد بسبب مضاعفة عناصر الانتاج وليس التحسن في كفاءة الاستخدام، مما أنتج هدرا في الموارد الزراعية وزيادة في الفجوة التكنولوجية. This paper aims to identify the technical efficiency resulting from the technical performance and its contribution to the development of the total factor productivity, and to identify the technological gap in Algerian agricultural sector through its development stages. The stochastic frontier production function was estimated, which led to the estimation of the contribution of technical efficiency and the identification of the technological gap that enables the interpretation of the difference between actual and optimal production from the Algerian agricultural sector for the period 1980-2015. One of the most important results was a decrease in the total factor productivity during 1980-2015, which was explained by the efficiency decrease in resources use due to the doubling of the production elements and not the improvement in the use efficiency, which resulted in waste in agricultural resources and an increase in the technological gap
