Résumé: ملخص: يركز هذا البحث على مشكلة التنمية في البلاد العربية والنامية، وعلى طبيعة وتحديات ادارة التنمية، وبخاصة ما يتعلق منها بالموارد البشرية، مؤكدا على حقيقة ان عملية التنمية المطلوبة تحتاج إلى عملية نهوض شاملة وذات طبيعة استراتيجية، وهذا ما يستوجب العمل على تنمية وعي راسخ بضرورة بناء إدارات التنمية التي تؤكد على دور الدولة الاستراتيجي، والواعي لكل التحديات، والمتسلحة بالقوى والموارد البشرية الوطنية المؤهلة تأهيلا قيميا وعلميا وقادرا على إدارة عملية التنمية في صورة ريادية لا تتزعزع أمام أي ضغوط، ولا تتراجع أمام أي تحديات. كلمات مفتاحية : استراتيجية ادارة التنمية ، متطلبات اعادة تصنيع الموارد البشرية ، البلدان العربية Abstract: This research focuses on the problem of development in Arab and developing countries, and on the nature and challenges of the Development management, especially what is related to the workforce. Confirming On the fact that the required development process, it need an operation Comprehensive rise and with Strategic nature, This requires the necessity to work on developing a solid awareness of the importance of building development departments That emphasizes the country's strategic role, Conscious of all challenges, armed with the national and human resources and qualifications that are qualitatively and scientifically capable and able to manage the development process in a pioneering manner that Do not shake in the face of any pressure, and do not step back in front of any challenges.
