واقع التجارة الإلكترونية في الجزائر من منظور تطوير وسائل الدفع الإلكتروني - حالة بنك الفلاحة والتنمية الريفية

Résumé: تعرض إشكالية الموضوع واقع التجارة الالكترونية في الجزائر، ومدى إعتماد البنوك التجارية على الرقمنة وهل بإمكانها تقديم خدمات إلكترونية بما يتوافق مع المعايير العالمية في ظل بنى تحتية لا نراها محمية بشكل لائق من الإختلاس الإلكتروني، حيث حاولت إبراز أهم التحديات التي تواجه التطور المصرفي في الجزائر وعوائق تطبيق التجارة الإلكترونية والخروج من الانغلاق والتهميش و تعزيز التحول إلى الإقتصاد الرقمي، حيث أسهبت في عرض نموذج لبنك الفلاحة والتنمية الريفية باعتباره رائدا على المستوى الوطني في استعمال التكنوولجيات الحديثة ومواكبة التطورات العالمية، ورغم ذلك إلا أنّ البنوك الجزائرية تفتقر إلى التحفيز الكافي من أجل تبني سياسة التجارة الإلكترونية خاصة في ظل إحجام المواطن عن تقبل لكل ما هو جديد. The issue of the topic presents the reality of electronic commerce in Algeria, and the extent to which commercial banks rely on digitalization and can they provide electronic services in line with international standards in light of infrastructures that we do not see properly protected from electronic embezzlement, as I tried to highlight the most important challenges facing banking development in Algeria, obstacles to implementing e-commerce, getting out of isolation and marginalization, and promoting the transition to a digital economy, as it has extensively presented a model for the Agriculture and Rural Development Bank as a pioneer at the national level in using modern technologies and keeping pace with global developments. Adopting an e-commerce policy, especially in light of the citizen's reluctance to accept everything new.
