التسويق الداخلي وتسيير الموارد البشرية وفقا لقوانين الوظيفة العمومية الجزائرية

Résumé: الهدف من هذه الدراسة هو معرفة مدى التوافق أو الاختلاف الموجود بين كل من أدبيات التسويق الداخلي وتسيير الموارد البشرية وفقا لقوانين الوظيفة العمومية الجزائرية. وتم إتباع المنهج الوصفي القائم على الدراسة النظرية وذلك من خلال البحث في العديد من مصادر وأدبيات الفكر الإداري والتسويقي المتاحة والمتعلقة بموضوع الدراسة، بالإضافة إلى أسلوب الدراسة المقارنة في تحديد مكونات التسويق الداخلي ومقارنتها بما جاءت به قوانين الوظيفة العمومية في تسيير الموارد البشرية. وخلصت الدراسة إلى أنه بالرغم من أن قوانين الوظيفة العمومية تتغير باستمرار لمواكبة التطورات الحاصلة في تسيير المورد البشري إلا أن المؤسسات العمومية بحاجة للتسويق الداخلي الذي يعتبر أداة فعالة تساهم بدرجة كبيرة في نجاح هذه المؤسسات، فكلاهما يكمل الآخر. The objective of this study was to know the degree of difference or the compatibility between internal marketing and the management of human resources in accordance with the laws of the Algerian public service. The descriptive methodology based on the theoretical study is one of the modes followed in this context by the research in several sources of administrative and marketing thoughts available, in addition to the method of comparative study to determine the components of internal marketing compared to the regulatory texts of the public service in the field of human resources management. The study concluded that, despite the change in public service laws aimed at modernization and human resource development, internal marketing is complementary to human resource management and remains an effective tool for the success of public institutions.
