الوقاية من الفيضانات في إطار التوجه نحو تنمية مستدامة Flood Prevention As Part Of The Trend Towards Sustainable Development

Résumé: يمكن للفيضانات أن تتسبب في خسائر بشرية ومادية كبيرة على غرار باقي الكوارث الطبيعية الأخرى، والهدف من تحليل وتقييم هذا النوع من الأخطار في الميدان القانوني هو دراسة مدى نجاعة مختلف الآليات الوقائية في مواجهة هذا الخطر المتزايد. وقد حاولت الجزائر مثل باقي الدول المعرَضة لمثل هذه الظواهر إيجاد الإطار التشريعي لإدارة أحسن لمثل هذه الأخطار والذي كان أهمها قانون رقم 04/20 الصادر سنة 2004 المتعلق بالوقاية من الأخطار الكبرى وتسيير الكوارث في إطار التنمية المستدامة، القانون رقم 01/20 الصادر سنة 2001 المتعلق بتهيئة الإقليم وتنميته المستدامة. Floods is a naturel évent that can lead to damages with direct material and corporal effects the purpose of catastrophe risk analysis in cause huge human and material losses like the rest Other natural disasters, the objective of analyzing and evaluating this type of hazard in the .legal field is the study of the efficacy of various preventive mechanisms in the face of this increased risk. Algeria , has tried to find a legislative framework for a better management of such dangers, the most important of which was Law number 20/04 issued on 2004 relating to the prevention of major dangers and disaster management within the framework of sustainable . development, Law Number 20/01 issued in 2001, relating to the preparation and sustainable development of the Territory.
