النقل المستدام في الجزائر (حالة النقل البري)

Résumé: تهدف الدراسة إلى صياغة الإطار المفاهيمي للنقل المستدام كمنظومة تتماشى و مبادئ التنمية المستدامة، ضمن قطاع الخدمات الذي يساهم بشكل كبير في رفع معدل النمو و زيادة إنتاجية القطاعات الأخرى داخل الاقتصاد . استخدم المنهج الوصفي التحليلي لقراءة المفاهيم الخاصة بالنقل المستدام و دوره في التنمية ، واستعراض واقعه في الجزائر و آفاق تطويره،. و خلُصت الدراسة إلى أن هناك نقص في البنية التحتية اللازمة لقيام نظام نقل يعزز التنمية المستدامة في الجزائر، بالإضافة إلى عدم تفعيل الجانب التشريعي لتطبيق القيود و الحوافز على مستخدميه بفرض قوانين تخدم التوجه نحو الاستدامة رغم الجهود المبذولة التي تبقى غير كافية. The study aims to formulate the conceptual framework for sustainable transport as a system in line with the principles of sustainable development, within the service sector, which contributes significantly to raising the growth rate and increasing the productivity of other sectors within the economy. Use the descriptive analytical approach to read the concepts of sustainable transport and its role in development, and to review its reality in Algeria and its development prospects. The study concluded that there is a lack of infrastructure necessary for the establishment of a transport system that promotes sustainable development in Algeria, in addition to the failure to activate the legislative aspect to apply restrictions and incentives to its users by imposing laws that serve the trend towards sustainability despite the efforts made, which remain insufficient.
