الهيكلة التنظيمية للمؤسسات الجامعية دراسة تحليلية " الجامعة الجزائرية أنموذجا "

Résumé: تحتاج الجامعة، باعتبارها منظمة معرفة مكونة من مجموعة موارد مادية ومالية وبشرية، إلى هيكلة تنظيمية تسمح لها بخلق الانسجام بين مختلف مكوناتها، وتساعدها على تجنب الخلط في المهام، والوصول إلى عقلانية أكبر في استغلال مواردها. يدرس هذا البحث مشكلة الهيكلة التنظيمية المطبقة على مستوى المؤسسات الجامعية، باعتبارها أحد أهم مرتكزات الأداء الراقي للدور المنوط بالجامعة، إذ يبحث في مختلف محدداتها وطبيعتها ومميزاتها الأساسية، للوقوف على الصورة التنظيمية التي يتسم بها هذا النوع من المنظمات، آخذا الجامعة الجزائرية أنموذجا. وقد كشف البحث بأن الهندسة التنظيمية للجامعة ذات طابع بيروقراطي احترافي، تحكمها مجموعة من المحددات الداخلية والخارجية؛ وأن الجامعة الجزائرية في حاجة إلى إعادة هندسة تنظيمها بحيث تعالج سلبيات الهيكلة الحالية، وتدمج أساليب الإدارة الحديثة. The University, as a knowledge institution, consisting of a set of materials, human and financial resources, needs an organizational structure, that allow it to create harmony between its various components and that help it, firstly, to avoid confusion in tasks, and secondly, to exploit its resources rationally. This article examines the problem of the organizational structure applied in universities, as one of the most important pillars to achieve a higher performance in this last. It studies the determinants of organizational structure, its nature and its main characteristics, in order to identify the organization of this type of institutions, taking the Algerian university as a model. The research has demonstrated that the organizational structure of the university is a bureaucratic professional structure, it is governed by a set of internal and external determinants; and the Algerian university requires a reengineering of its structure, in a way that deals with the disadvantages of the current structure, and integrates recent methods of management.
