دور الجماعات المحلية في تنفيذ السياسات التنموية المحلية بين تحديات الحاضر ورهانات المستقبل

Résumé: ملخص: تهدف الدراسة إلى معرفة دور الجماعات المحلية في تحقيق السياسات التنموية المحلية سعيا منها لتحسين نوعية الحياة الاقتصادية والاجتماعية والثقافية والحضارية للمجتمعات المحلية وإدماجها في منظومة التنمية القومية وذلك بالاعتماد على آليات ووسائل محلية، وأظهرت النتائج أن التنمية المحلية في الجزائر هي انشغال مركزي بامتياز وذلك كون السلطات المركزية هي الممول الرئيسي لها عبر مخططات وبرامج التنمية في ظل غياب موارد مالية محلية معتبرة، وهو الأمر الذي يجعل دور الجماعات المحلية يقتصر على تنفيذ السياسات التنموبة المحلية على مستوى الإقليم باستخدام آليات مالية ذاتية وأخرى خارجية. Abstract: The study aims to know the role of local communities in achieving local development policies in an effort to improve the quality of economic, social, cultural, and civil life of local communities and integrate them into the national development system, by relying on local mechanisms and means. The results showed that local development in Algeria is a central concern with distinction, because the central authorities are the main financier of it through development plans and programs in the absence of significant local financial resources, which makes the role of local development policies at the level of the region using financial internal and external mechanisms.
