Résumé: - تمثل البيئة وسطا حيويا ومحيطا طبيعيا تعيش فيه مختلف الكائنات الحية، حيث يعمل على توازنها واستمرارها بما يلبي الحاجات الأساسية للإنسان في حياته، لذا كان لزاما تبني سياسات ناجحة تحافظ على البيئة، التي تشكل مسؤولية كبيرة تقع على عاتق المؤسسات الحكومية ، منها المجتمع المدني لرسم سياسة ناجعة في مجال حماية البيئة. - فمشاركة المجتمع المدني في وضع سياسة بيئية متكاملة، أصبحت ضرورة ملحة أملتها الظروف الراهنة سواء على المستوى الوطني أو العالمي، نظرا للدور الفعال الذي يلعبه والخبرات المكتسبة في هذا المجال والتي تشكل ضغوطات على الحكومات من أجل اتخاذ الإجراءات اللازمة، إلا أن الإشكالية التي تثار في هذا المجال هو نقص تمويل المؤسسات المدافعة على البيئة والنتائج المتحصل عليها هي عدم إلزامية قراراتها وغياب تواجدها في مخططات التنمية التي توضع من طرف الدولة مما يضعف من فعاليتها . - the environnent representes a vital medium and a natural environnent in which the various living beings live, that meets the basic needs of the human. As it is a great responsibility of gouvernemental institutions, whether national or international, including civil society to draw up an effective Policy in the field of environnemental protection by setting the necessary legislation to preserve the integrity and effectiveness of the ecosystem. since the participation of civil society in developing a policy An integrated environmental policy, In view of the effective role it plays and the experiences gained in this field that put pressure on governments to take the necessary measures, the problem that arises in this field is the lack of funding for institutions defending the environment, the lack of mandatory decisions and the absence of their presence in the development plans that are set by the state .
