دور مراكز الأبحاث في رسم السياسة العامة (دراسة حالة العالم العربي ) The Role Of Research Centers In Public Policy-making (case Study Of The Arab World)

Résumé: يتوقف نجاح أي مؤسسة بحثية على أهمية البحوث التي تنتجها ومدى مساعدتها في اتخاذ القرار وثقة المقررين فيها، لكن الحكومات العربية وأغلب أصحاب المصلحة لا يثقون في مؤسسات التفكير المحلية، ولا يعتقدون أنها تنتج الأفكار والمعرفة، ولذلك فهم غير مستعدين لتغيير آرائهم إزاءها مقارنة بما تنتجه مراكز الاستشارات الأمريكية رغم إدراكهم أن لهذه الأخيرة أجنداتها الخاصة، وأن النتائج المتوصل إليها عادة ما لا تخدمنا. وبالموازاة مع انطلاق موجة الربيع العربي والتحول السياسي وجهت مراكز التفكير العربية مجهوداتها لفهم ما يحدث، وتعضيد الحراك الديمقراطي من خلال خلق محيط للمؤيدين للديمقراطية والحوار يرافق التقدم الذي أحرزه الثوار، غير أن بعض الشكوك حامت حول تمويل بعض المنظمات الدولية لهذه المراكز ما يثير مخاوف بشأن طبيعة وقيمة الأبحاث التي تنتجها مؤسسات التفكير العربية خلال هذا الوقت الحرج في المنطقة، وتصل الدراسة إلى نتيجة مفادها وجوب دعم مؤسسات التفكير في البيئة العربية ودعم الثقة في نتائجها. Abstract: The success of any think tank is based on the relevance of its research to real challenges and the trust of decision makers in the advice that a think tank provides. But the Arab governments and the majority of stakeholders do not trust local think tanks to produce valuable research and knowledge, or are unwilling to consider that their analyses are as reliable as those of American consulting firms. Foreign research centers often have their own agendas and their findings may not always have our interests in mind. In the same context, the advent of the Arab uprisings and the transformation of political regimes in the region, think tanks have devoted their efforts toward creating a pro-democracy and pro-dialogue environment to uphold the progress made by the revolutionary force. But they widespread mistrust in the objectives and agendas of international organizations willing to fund regional think tanks projects . This dilemma adds to the complexity of the region’s transitional period and raises concerns about the nature and value of the work produced by Arab think tanks during this critical time in the Middle East.
