الصيرفة الإسلامية كاستراتيجية لتعزيز الشمول المالي في الجزائر وأداة لتمويل المؤسسات الناشئة

Résumé: تهدف هذه المداخلة إلى إبراز الدور الذي تؤديه الصيرفة الإسلامية كاستراتيجية، في تعزيز الشمول المالي في الجزائر، وكأداة لتمويل المؤسسات الناشئة، من خلال استقطاب الفئات المستبعدة ماليا لسبب عقائدي، يتمثل في الامتناع عن التعاملات الربوية، وذلك بالاعتماد على البيانات المتوفرة لدينا ونتائج الدراسات السابقة التي لها علاقة بموضوع المداخلة، مستخدمين المنهج الوصفي التحليلي، وتوصلت الدراسة إلى أن الصيرفة الإسلامية تساهم في تعزيز الشمول المالي، كما يمكن اعتبارها أداة تمويلية فعالة للمؤسسات الناشئة، في ظل عدم ملكية الشباب للضمانات العينية، وبالأخص في المجتمع الجزائري، باعتباره مجتمعا إسلاميا، تأبى فيه شريحة واسعة التعاملات الربوية القائمة على الفائدة، وتحبذ التعاملات الإسلامية القائمة على الربح، من خلال منتجات تتوافق مع أحكام ومبادئ الشريعة الإسلامية. This intervention aims to highlight the role that Islamic banking plays as a strategy, in promoting financial inclusion in Algeria, and as a tool for financing emerging institutions, by attracting groups that are financially excluded for a religious reason, which is to refrain from usurious transactions, based on the data we have and the results of previous studies that it is related to the topic of the intervention, using the descriptive analytical method. The study concluded that Islamic banking contributes to enhancing financial inclusion, and can also be considered an effective financing tool for emerging institutions, in light of the youth’s lack of ownership of in-kind guarantees, especially in Algerian society, as it is an Islamic society, in which a large segment of society rejects interest-based transactions, and favors transactions profit-based, through products that comply with the provisions and principles of Islamic law.
