تونس وبناء الدولة، إرهاصات قديمة وتهديدات متجددة

Résumé: تحاول هذه الورقة رسم صورة عن جملة الصعوبات التي تواجه انتقال تونس من الاستبداد إلى الديمقراطية، وترصد أهم تجليات الصراع السياسي القائم حول مشروع بناء الدولة الجديدة، وزوايا النظر الحزبية لطرق إصلاح المؤسسات السياسية، ومدى توافقها، وتبدو هذه المهمة في غاية الصعوبة في ظل الصراع الإيديولوجي بين الكتل الحزبية المشكلة للنخبة السياسية التونسية. فمن جهة تقف التحديات الداخلية المرتبطة بالصراع السياسي بين الأحزاب السياسية التونسية مع محاولاتها لتجاوز خلافاتها الإيديولوجية، ومن جهة أخرى تأتي الصعوبات الخارجية ممثلة في التهديدات الأمنية وتداعياتها على المشهد السياسي التونسي، خاصة انتشار الجماعات الإرهابية والسلاح، بعد التدخل الخارجي على ليبيا وانفلات الأمن فيها وفي دولة مالي على السواء. The various difficulties that Tunisia’s transition from tyrany to democracy is facing, shows the political struggle over the new state building project, and the parties viewpoints on how to reform the political institutions, which seems so difficult in light of ideological struggle between Tunisian political elite. On one hand stand the internal challenges related to the political parties struggle for power, with their try to overflow ideological differences, and on the other, stand new external challenges such as the security threats and its incidence over the Tunisian political scene, especially with the proliferation of terrorist groups and weapons as a result of the international intervention in Libya and in Mali as a main cause of lost security.
