Résumé: The digital communications revolution that occurred in the early nineties of the last century has reconsidered and raised deep questions about the extent of the ability of the government public utility subject to the rules of administrative law to keep pace with modern technological developments, and the extent of its ability to change and switch while preserving the principles of running public utilities mainly represented in continuity, freedom Neutrality, free of charge, and equality of beneficiaries in front of public utility services, however, resorting to the electronic public utility as a logical result of the developments taking place in the field of the information communications revolution, the acceleration of the pace of life, and the citizens’ need for new fast and effective services, requires a set of legislative and regulatory controls and mechanisms. It is directly reflected on the administrative activity of the public facility. Research administrative decisions and administrative contracts, as well as the electronic authentication and certification mechanism, are adapted to the new requirements of electronic digitization, without neglecting the technical and technical aspect of the facility, which enables it to avoid some of the obstacles and negatives that accompany the process of transition to electronic facility to e-government.
