مبدأ المساواة أمام المرفق العام الإلكتروني

Résumé: يؤدي المرفق العام الإلكتروني خدماته عن بعد، عبر الوسائل التقنية الحديثة دون التمييز بين المنتفعين من خدماته العامة، تحقيقا لمبدأ المساواة الذي يقضي على المحسوبية والوساطة والتمييز، بما يحقق الشفافية والقضاء على الفساد الإداري، والعدل في الإجراءات والمبالغ المدفوعة، وعدالة توزيع الخدمات وتحصيل الرسوم دون تمييز، غير أنه ليس بإمكان كل أفراد المجتمع الارتفاق من خلال المرفق العام الإلكتروني، ويمثل المرفق العام الإلكتروني مدخلا تكامليا لاستثمار الجهد والوقت، وتعزيز الخدمات العمومية وكسب رضى المرتفقين ، وذلك من خلال نشر ثقافة تكنولوجيا المعلومات والاتصالات، ومساعدة أولئك الذين يعانون من الأمية الإلكترونية. فمشكلة الأمية الإلكترونية تمثل عائقا كبيرا أمام إقامة مبدأ المساواة بين الأفراد في الانتفاع بالخدمات العامة التي يقدمها المرفق العام الالكتروني، لذلك يجب حل هذه المشكلة، كما يظهر أثر الحكومة الالكترونية في عدم وجود طابور للوصول إلى الموظف المختص بتقديم الخدمات. كلمات مفتاحية: المرفق العام الإلكتروني، مبدأ المساواة، الإدارة الإلكترونية، الخدمات العامة، المرتفقين. Abstract: The electronic public facility performs its services remotely, through modern technical means without distinguishing between beneficiaries of its public services, In order to achieve the principle of equality that eliminates nepotism, mediation and discrimination. In ordre to achieve transparency and eliminate administrative corruption, fairness in procedures and payments, fair distribution of services and the collection of fees without discrimination, but not all members of the society can relex through the electronic public facility. the electronic public facility represents an integrated entry point for investement of effort and time, and strengthening public services and gaining the satisfaction of the conciliators.This is through the dissemination of the ICT culture, and thé assistance of those suffering from e-illiteracy.The problem of e-illiteracy is a major obstacle to establishing the principle of equality between individuals in the use of public services provided by the electronic public facility. So,this problem must be solved,as the impact of e-government shows in the absence of a queue to reach the service provider.
